Elector's Rights Notice 2009-2010
Each year the Board’s annual return is audited by an Auditor appointed by the Audit Commission. Any person interested has the opportunity to inspect and make copies of the Annual Return and all books, deeds, contracts, bills, vouchers and receipt etc. relating to them. For the year ended 31 March 2010 these documents will be available on reasonable notice on application

IDB Biodiversity Action Plans
The Shire Group of IDBs have now published their Biodiversity Action Plans (BAPs). These plans will help the Boards fulfil their duties as public bodies under the Natural Environment and Rural Communities Act 2006.

The BAPs provide a review of the biodiversity recorded within the IDBs districts and prioritise those habitats and species that would benefit from particular management or actions by the IDB. Appropriate objectives, targets and actions are identified that will help conserve and enhance these habitats and species. The intention is to integrate biodiversity into the Boards activities, including annual maintenance programmes and capital works projects.

Implementing the plans will contribute to the achievement of local and national targets for UK BAP priority species and habitats.

The Plans are living documents that will be reviewed and updated on a regular basis.

Proposed Amalgamation to form the Mowbray Drainage Board

Changes in the industry were notified to all IDBs by the Minister for the Environment in February 2008. The most important one the government wished to see was a reduction in the number of IDBs in England from about 190 in 2006 to 24 new boards, based on catchment areas, by 2013.

Defra guidance underpinned earlier decisions by the Cod Beck, Lower Swale and River Wiske IDBs to pursue amalgamation. The boards approved a scheme of amalgamation in 2008 and this was approved by the Regional Flood Defence Committee in January 2009. The new board, the Mowbray Drainage Board, will be in place on 1 April 2010 subject to Defra approval. The new board will see a reduction of elected representatives from 31 to approximately 12 and local authority appointees an increase from 8 to 9.

All boards are keen to hear from prospective members. They are normally filled by formal election but boards will consider co-option from candidates with particular keenness and interest if there are vacancies.

New Publication – The Drainage Channel Biodiversity Manual
This new manual for the biodiversity management of drainage channels, with its aim of integrating the requirements of wildlife and flood risk management, supersedes the ground breaking ‘Nature Conservation and the Management of Drainage Channels’, jointly published nearly 20 years ago by the Nature Conservancy Council and the Association of Drainage Authorities. The authors and their advisors (which included JBA Environment Division staff) have sought to keep firmly within the spirit of that earlier publication by providing an accessible and practical guide to channel management techniques that are sympathetic or beneficial to wildlife. The manual has been written principally for the staff and members of Internal Drainage Boards operating in England. However, the techniques described should be just as useful for other public authorities undertaking flood risk and water level management activities – the Environment Agency and local authorities. Many of the techniques, particularly those that are relevant to the smaller drainage channels, could also be deployed by private landowners and conservation bodies on their landholdings. The techniques are also applicable in other parts of the United Kingdom where drainage channel networks occur, with the caveat that different laws and policies may pertain to the management of flood risk and wildlife conservation. The manual is only available for download and can be obtained here

Sow and Penk Drainage Board plays its part in Policy making
The Sow and Penk Drainage Board as a key member of the Staffordshire Washland Partnership welcomed the £294,500 grant from Defra’s Flood & Coastal Erosion Risk Management Innovation Fund for the “Farming Floodplains for the Future” project. This will encourage farm diversification, ecotourism and other economically and environmentally sustainable land use in flood plains around the Rivers Trent, Sow & Penk. The potentially most exciting facet of this project is the opportunity to take a broad look at flood risk management, in line with the Drainage Board’s normal functions.

Recent Flooding in North Yorkshire

Following heavy rain in the afternoon of Sunday, 19 June 2005, there has been flooding in the centre of Thirsk from Cod Beck and Dalton (from Dalton Beck). There has also been flooding on the River Rye in Helmsley, Rievaulx, Nunnington, Laskill, Hawnby.

JBA and Shire Group IDB staff are currently working in assisting with the aftermath of these floods. In due course, a report will be prepared on the causes and any action that can be taken. If anyone has any information on the flooding (photos, videos, eye witness accounts), we will be glad to hear from you.
